Worth naming why the quiet described here is hard to trust in the first place. It's external, not internal. The calm depends on circumstances, no crisis, no demand, nothing at the door, and circumstances can always change without warning. A nervous system that learned this the hard way has no reason to trust something that isn't actually stable, it's just currently absent.

Presence doesn't have that problem, because it was never dependent on circumstances holding still. It's available in a crisis and in a quiet room, the same capacity either way. That capacity doesn't need to be built from nothing. It only needs to be recognized, uncovered underneath everything trained on top of it.
